how do i set up video chat for aim on my new labtop?

i just got a hp pavilion dv3-2155mx and ive been trying to get the webcam to work i think i did but now for aim i downloaded the new aim and everything but i cant video chat, and everyone is saying click the video button but there is none, do i need ail 9.0 downloaded to do so or what do i do ive tried everything...
