How do I resize a jpeg image to less than 1M?

I have to upload a picture but it has to be less than 1M. What does that mean? My image at the moment (opened in windows photo gallery) is 174 KB...what does that mean, is it too big? And I have no special program to resize it properly so I can use paint yeah? I tried it on there but it won't save as a smaller image...

Please help!!
 
It is under 1 megabyte, it's only 174kb

To resize it in the future is easy.

Open paint, open your document. In the edit field there should be a "stretch skew"

Just enter new percentages and that will resize it. you might need to keep it under a certain dimension as well. such as 150x150 pixels. It might not just be the size that's holding you back.

What does that mean? - Your image is over 1 Megabyte = 1024 (2^10)kb

what does that mean, is it too big? - 174kb i believe is under 1 megabyte make sure you are uploading the right picture.

So I can use paint yeah? - Yes you can! open your picture in paint- go to the top menu -> image -> Attributes -> change the size of it here.

if it doesn't save that's another question entirely. any error messages that come up?
