my car was totaled by some teenage moron talking on the cell phone while driving. i got the insurance to take care of that, but it's still very upsetting that i had to spend a lot of time resolving my claim.
if that didn't piss me off, i see more and more people ignoring the cell phone/texting law. (i live in the state of california.) they are constantly disrupting traffic, and they are a hazard on the road.
is there a way i can take a picture or something of these offenders and turn them in to the police so they can issue tickets to them? i'd like to be sort of like a moving traffic camera for the police, but furthermore, i really want to punish people for not following the cell phone/texting law. i really want to hurt them bad because i'm sick of it.
i am not a law enforcement officer, so i am not sure if just taking a picture will be legally enforceable. please let me know how i can do my part to make people pay for their infringement on the law. thank you for your help.
