How do i persuade my parents to get me a cell phone?

im in 4 grade and NEED a cell phone! I want to ride my bike places but my dad is like uh abductors out there and im like can i use your cell i.c.e hes like no! im sick of his crap and need one so my sister can talk on landline and i can on da phone!
