just got a council flat.
its not been badly decorated by whoever lived there last, apart from in the kitchen where the walls have been painted in bright red gloss paint.
it looks angry and dark and i do not want my kitchen like that.
personally i cant even understand why they used a gloss paint and not a normal emulsion.
what is the best way to paint over it?
would i need to line it first or use a base coat of some kind?
idealy i would like my kitchen walls to be a light yellow/gold colour.
