How do I paint my rough concrete carport floor?

It dates back to 1960 and has oil stains and the like. Whats the best way to clean it, and how about painting it. I don't park in this carport and use it more like a patio. And once it's painted, do I seal it or should I do that before I paint?
 
Clean it with muratic acid (be careful- read the label) and buy an epoxy paint made for concrete floors. You'll be good to go.
