How do I open the hood of a 1990 Buick La Sabre when the cable is broken?

I can pull on the cable but the release I think is jamed and I cant find were it is located.
 
Start by performing the "Fonzie Thump" while someone holds out on the release. If that does not work then it requires a bit of contortion to get your arm / hand up between the grill and the radiator to push the release lever over to the unlatch position.
