how do i mod starships unlimited 3?

i want to change the values of the planets and ship types that dictates how many weapons and equipment you can have per planet and ship, i know you need a hex editor and have one, however i have neither the skill or the patience to use it, can someone please tell me which file it is in and exactly which values and where they are to change.
