How do I make the sniper games that are on the internet?

Ive been playing a few games on the internet lately and Icame across Tactical Assassin, and clear vision. They are both stick games and I loved them. Does anyone know how to make them or someone who could help me make them. I have plenty of ideas for levels mission and design.
