How do i make my picture flash colors?

im on photobucket.com and ive made everthing black and white accept my dress...n i made the whole thing in negative...if i do the color rotation thing it changes only the color of my dress...n if i move the thing sideways slowly it makes the dress like flash different pretty colors...n i cant pick jus one...is there a way i can make just the dress flash all those colors?
