How do I make my newly painted rims smooth and glossy?

I painted my rims the exact way I read online. I roughed up the surface, applied a coat of primer, a coat of silver paint, and a coat of clear coat; however, the surface is not smooth and shinny rather rough and dull. Any help would be greatly appreciated. Thank you.
 
First off what grit sandpaper did you use to rough up the rim?
I like using a 3-500 grit depending on the surface.
Second you should sand the surface between primer, paint, and finish.
Before the paint the surface must be wet sanded smooth. After the
paint you can use 1000 grit wet to get out any imperfections.
Third you can wet sand the clear coat but only with extra fine wet sandpaper.
Lastly you can buff the finish.
