How do I make HTML pages load faster?

I want to have a website purely HTML and I am used to just copying and pasting the home page for other pages then renaming them and adding new content. Is there a better way to do this? So that each page does not have to load the same background etc? Thanks.

Shutdown any applications or toolbars/add-ons and it should work better.
