How do I make a wheel with a flip flop hub on a track bike?

I am buying a track bike and swapping the back wheel with a Deep V wheel. The stock bike has a flip flop hub, and that's what I want. Most of the Deep V wheels I see all say "fixed". Can I somehow purchase a fixed rear wheel and turn it into a flop flop? If so, how? Or do they always come flip flop? I'm confused. Any help would be much appreciated. Also, if you have a website where I can purchase a white rear wheel with this, please include. Thanks!
 
I would buy a bike with deep V wheels and forget the upgrade on a cheap bike, you would save money in the long run and get a better frame at the same time.
