How do I lower the handlebars on an Avanti Kids Bike?

I thought I just needed to loosen the large hex bolt where the stem attaches to the frame and slip it down, but that doesn't seem to work. Any ideas?
 
If there is a hex bolt on top of the stem you want to loosen it up 2-3 turns and then give it a tap down to loosen the wedge that holds the handle bars fast. Adjust the bars and re-tighten the bolt. Don't take it out or loosen it too far because the wedge will fall off the end on the bolt.
