How do I know which gear to be in when riding my 18 speed bike?

On the left handle bar - it shows a "staircase" looking thing and says HI , Thats what its currently set on.
The right handle bar shows 1,2,3,4,5,6..and is currently set on 6.
When shifting,do I need to do both at the same time,or move one down or up,ride it..
Or if i move one up or down,do I have to move the other one as well?
