how do i know if its the fuel pump or the fuel filter on a '95 honda accord?

We have a '94 or '95 Honda Accord.And people that looked at the says it might be the fuel pump or the fuel filter, because it sounds like its not getting fuel somewhere.
The car will crank up a little,but have a hard time fully starting.Its sounds like its mumbling.
So it is the fuel pump or the fuel filter??

It's a process of elimination, change the fuel filter first 'cos that's the easiest.
