How do i keep my cat from over grooming himself?

Paxtyn (my cat) has started to pull out little tufts of hair while cleaning and preening himself. He does so with his mouth and it's usually on his front legs. He's not quite a year old, extremely tolerant of being held, very floppy in your arms, lovable, playful, smart.... He's very laid back, not scared of people or animals, goes outside on a leash because he's an indoor kitty.... He really does seem to be very balanced and i feel like i lucked out because he's so awesome! I mention these things because most people say he could be doing this because of stress and though that seems the most reasonable answer, he seems to me to be very well balanced so i do not wish to overlook anything rare/hard to diagnose. Yes he's been to the vet for it, he already has flea meds, up to date shots... I'm really looking for people that may have gone through the same thing and any advice they may have about their own personal experiences as to better guide my plans to help my own kitty cat! You need to get him toys that he will play with and engage him with play so that he is getting exercise and being mentally stimulated. Try getting little mouses for him to play with, feathers on a stick and play with him, a remote control mouse is great, a laser pointer gets them running if you point it at the floor, or get him/ a toy that has a ball running around inside it, a scratching post, etc. If the mouse is engaging in healthy play he will not overgroom.
