How do I install a digital ID to open an Adobe Reader document (I know the ID)?

There's a document I want to open from a website, but Adobe Reader won't open it because it says it doesn't have a digital ID installed. There's a note on the website that tells me a 6-digit ID, but I can't figure out how to install it for the file since I can't open it to begin with. How do I do this?
