How do i inflate special valve on Bicycle tire?

The valve is metal, longer and skinny. I would like to know what this is for and how i inflate the tire with this valve.
 
It's called a presta valve. You can get an adapter at the local bike shop for a dollar or you can get a pump that uses presta and shrader valves. You have to unscrew the top of the valve to unlock it (not the cap) and screw it back down when you are done.

it is called a presta or french valve. the top unscrews and you use a pump or adapter designed for presta valves to fill it. it is used on bikes because it is much smaller so rims can be made narrower and have a smaller opening for the stem, making them stronger.
