How do I help my brother in law realizes he needs to help around the house?

My 18 year old bother in law doesn’t pull his weight in his family. His father passed away in March and sense then he just seems to be a slug. My mother in law is super stressed and very busy. How do I help my brother in law realizes he needs to help? I love him very much and I know this difficult.
