How do I groom an Afghan Hound?

HELP! I've just adopted an Afghan Hound. He's fully grown, and at least 5 years old. They people who owned him before didn't maintain his coat very well. It has no mats or knots as far as I can tell, but it's very dirty and he's got a few pieces of debris in it. On top of this, they cut his hair so it's only 2 or 3 inches long in most places.

I have dog shampoo, leave in conditioner for dogs, and pin brushes which they gave me with the dog. From what I've read on the internet, I shouldn't brush the coat while it's dry, or apply shampoo directly to the coat, or rub and scrub. What I need to know is

a) When do I brush him? (Before shampooing, after shampooing, after conditioning, etc)

b) How do I apply the shampoo? (Do I dilute it and pour the mixture over him? Or should I lather it in my hands and run it through his fur?)

Helpful answers from Afghan Hound owners or groomers would would be greatly appreciated! He really needs a bath today.
