How do i get this game to work for my pc?

i have a dell laptop, it is windows xp. I put in my zoo tycoon game it works fine. Ive been trying to get this other game to work, silent hill 4 the room. but it loads, and than stops it says i have to install the program but nothing pops up for me to do so. i have tried to go to my computer, and go to the cd rom drive and click on it but it just says insert disk into cd rom. the disk has minimum scratches, so i dont understand why i cannot get it to download.. any suggestions?
