How do I get the cool theme for my HTC T7278?

I have a HTC T7278 with windows mobile 6.1 and on the box it has a really cool theme except the theme that is currently has is totally different and bad. I don't know how to change from how it is now to the picture on the box. What I want the most is the shortcut bar on the bottom of the screen. Please help me.
