I only have 8 people and I was wondering what would make me stronger?
 
Buy the best weapons, armor, and vehicles you can buy. One weapon, armor, and vehicle for you and each member of your mafia. That would be 9 of the best you can get. That's what I did and it's working good! The game automatically chooses your best weapons for your mafia to fight with.
