How do I get past The coming storm for Ahjazda in Oblivion xbox360?

I've found the ring of desiccation, I've found the calming pants, Now I'm just looking for the very last thing which is The Amulet of Dis integration , my map tells me to go a place by Milchar so I go inside of the dungeon and find a torch that is magical but I can't use it and I find a tomb like place but it tells me the tomb or whatever it is called is frozen shut and cannot open and the amulet is inside and I can't get it out.Ive been stuck on this one part of the game all day would someone please help me . Thank you
