How do I get my dog to stop whining?

Whenever I leave the house my dog always screams bloody murder. He is 1 1/2 now and I was assuming that he would get used to us leaving as he grew up, but nothing has gotten better. The only way to keep him quiet is to give him treats before we leave, but according to neighbors it starts up (presumably) as he is done with the treat. It is also still a problem with him in the car, even if you are doing something simple like filling gas and are right outside the vehicle. How do I help stop this?
My dog gets plenty of exercise. He is taken for a minimum of 1 walk a day but normally gets 2-3 walks a day. He is very active and playful while we are home, but freaks out the second the door is shut leaving, even if he is tired from a walk.
 
Your dog is terrified.
Take her out for a HUGE walk.
Then when you are about to leave.
Talk to her,
Tell them your leaving.
Then take her to her bed with a treat.
Then leave
 
Hi there are several things does he get lots of exercise every day? Like long walks for half an hour? He definitely loves you to pieces but is probably making your neighbors mad. You could try a bark collar that as soon as they start to bark or whine loudly it gives them a shock. You can turn those low down or high up. When in the car and he starts to whine say ssssssssssssssssssshhhhhhhhhhhhhhhhhhtttttttttttttt and tap his shoulder. This has to be repeated over and over until he becomes quiet. You need to pull over and do this as you might have a wreck doing this and driving. Be persistent and do not let him whine without doing that. If you do not like to use a bark collar have you tried putting him in your house or does he destroy it when you are gone? Try these couple of things and see if they work. They do have bark collars at Wal-Mart so you don't have to spend $300.00 or more on one. Good Luck.
 
you need to say at your house more often and play with her....

but I always take my dog for a walk before I leave..its gets her tired
 
I always give my dog a couple, 5 treats to keep her busy and always tell her I'll be right back. It's probably not as bad as your neighbors are saying, And as for what CODY has to say, he's an a*s! That would only scare your dog more.
