How do I get my “Honda Harmony II (HRT216) Quadracut System” Lawn Mower

working again? (Details inside)? My “Honda Harmony II (HRT216) Quadracut System” Lawn Mower quit working on me about a year and a half ago. I had it repaired and they had cleaned/adjusted the carb., put a new spark plug in and replaced the air filter. I had got 3 uses out of it, and each time it had got harder and harder to start, and now it won’t even start. It seems as if the cord was getting harder and harder to pull; I had looked underneath the mower and it’s all clean (I thought their might be a grass jam). But like I said, the cord used to be really easy to pull, and then started to gain a lot of tension. I don’t think it’s wrapped up or knotted up inside, because it still able to be pulled out.

Also, my son had left it outside throughout the winter this past year (with Rain, Snow, and Ice working its way into it). Does anybody have any tips on what should I check and most likely will need to replace (just due to the weather)? I know the blades need to be sharpened, I need to change the gas and the oil (which I can’t find the spot on where to drain the oil), and there’s a couple rusty parts on the outside I need to change off, but I’m trying to get this baby up and going like brand new, so I need all the advice I can get.
