How do I get more pay for a federal job? Step levels?

Hi,
I'm considering a federal job, and I am wondering if there is any way to get more money that what they advertised. I just graduated college, was told I qualified for a GS7 position, and would get paid about $36,800 in Kansas City, MO. This is really low!

Is there any way I can bargain my starting salary? Perhaps an increased "step" level? I was in the military for 6 years (1 year in Iraq), I have an engineering degree, and I need more money than this!

Federal job steps have pretty clear requirements, and there isn't a lot of negotiating room.

If you don't feel the money they are offering is satisfactory, then continue to look for a different job.
