how do I get mail chat?

For now you will have to switch to the New Mail. We can't put it on the classic mail at this time. Yahoo has been adding it to some accounts and then it goes away. Most hate it. You can switch from the classic mail screen at the top of the page, All New Mail click that.
 
On your mail page at top of page,you see your username.next to that you see a light gray happy face with the word offline,click on that and then click available.
Also if you are using chat from your mail,you can't be signed into messenger and vice-versa.
