how do i get in touch with my child if custodial parent will not oick up the phone?

i am the non custodial parent and have not spoke to my child. parent will not pick up the phone or return my calls. i do not live in the same state and do not have the money to go where my child lives i have visitation rights from the court i pay my child support and i have no clue how my child is doing or even if she is ok
