How do I get bondo bleed off my paint job? (the stuff that looks like water spot)?

I have tried soap and unimagineable amounts of elbow grease. The bondo bleed (my own term, idk what its actually called) itsnt coming off. Its the mark that happens when the paint around the bondo cracks, and water gets in, and then runs down the paint leaving what looks like a water spot. I also have the same kind of marks on my hood where someone tried to bond a fiberglass cowel to the steel hood. the paint is beginning to crack around the cowl and when water comes into contact with whatever they used to bond it, it leaves a trail that looks like a water mark that also will not come off.
