how do i get bell to waive the activation fee?

hi all you smart people, I want to drop a bell sim card into one of my gsm phones, buut they want to charge me $5 for the sim,$35 sim cardd activation fee and $35 phone activation fee, now I got them to waive to $35 phone actoivation fee but thats still going to cost me $40 to connect my own phone to their network....if I can get them to drop the silly sim card activation fee i'd do that!
so, please, who knows what I can say to get them to drop the second fee?
