How do I get a spare hatch key for a 1991 jeep xj?

The hatch is from another xj and doesn't match the vin number, so do I go to a dealer anyway? Or can a locksmith make a key for me if I show them the title, bill of sale, etc. proving that the jeep is mine?
and how much would it cost altogether?
