How do I formally complain about not getting paid?

I worked a job over 2 months ago, as in independednt contractor (i was an extra in a magazine photoshoot), and People Magazine said the job paid $150. I gave them all the paperwork, and now 2 months later I still have not been paid. I have tried contacting them and they just ignore. Where can I file a claim against them, would it have to go to small claims court or is there a labor board that has paperwork for this?
 
First contact your state's department of labor.

They will tell you exactly what you have to do to get your money.
