This is a pretty specialized function. Knowing alot about computers won't help you much at all. Knowing alot about the CARS will help you.
That being said, the biggest problem you will find is that there ISN'T a stand-alone or otherwise that will flash all cars. It depends on the year/make/model. I can tune any GM vehicle newer than 98 (some 97), and a few Fords (05 and up) with HPTuners. While I have a good working knowledge of computers (I can build them, decent wtih software, and can write webpages), none of that helps me when I'm analyzing log data to find problems or to maximize power and streetability.
There are tons of different programs out there. There are also piggyback and full replacement fuel and spark control systems out there (completely replaces the "ecu" from the factory). earlier than 96 uses a different architecture as well, which adds even more difficulty (On Board Diagnostics 1 versus 2 or OBD 1/OBD 2).
