How do I fix the windshield fluid release connection on my '03 Toyota 4Runner? ?

The windshield wipers work fine, and I just had my fluids topped off when I got my oil changed. I can hear the motor trying to dispense the washer fluid, but nothing is released. How can I get in there and fix the connection?
