How do I fix minor car paint work?

I had about a couple of inches of paint come off my car just above my numberplate,
I have already bought meguire's fine cutting compound, and custom paint from autobarn,
The surface doesnt seem smooth do I need to sand it down and then use primer or something? If someone can give me advice on what steps to do... :) many thanks
