How do i find environment variables settings in Windows Vista?

How do i find environment variables in Windows Vista?
I need to change the path in Windows Vista 64 bit O/S.

I can't seem to find the environment variables.

There is no MyComputers. There's system properties but no environment variables. There's no advanced tab either.

Help!
I can only find system properties for users but i don't want to change permissions for users.
I am looking for environment variables.

Please help
