How do I find a military penpal?

I've looked everywhere online trying to find websites that connect you to a single person to e-mail, write, and send care packages to. When I say single I don't mean not married or anything, just one person. All I can find is dating sites for people looking for military members, and sites that have a lot of people sending stuff to either one person or a division or something like that. I want it to be a personal thing I guess, where I can become friends with the person, and have actual conversations with them instead of it being a broad thing to a whole bunch of people. I don't really want to sign up for a dating site, because it's not what I'm after, I mean, maybe if we connect, but I really just want to be able to support and be a friend to one person. If anyone can help, that would be great.
