How do I figure out ohms for resistors?

Ok so I need a way to figure out the resistor I need to reduce as little as seven volts (but at most, eight) to 2.4 volts for a laser. So I just want a formula that I can punch in the numbers and it will give me a clear answer. If you use pronunerals please define what they mean e.g v = volts
