How do I download photos from my computer to my phone?

I have one of the cheapest phones available, (T-Mobile), and I want to download a photo to my phone. I have no email on my phone, and no internet. I have bluetooth, but I do not think my computer does. How can I download a standard photo(jpg, whatever) from my PC to my cell-phone?
