How do I dissolve old metal polish from grooves?

I just bought an old brass car emblem. Someone tried to polish it in the past with metal polish, so now there's all sorts of oxidized polish in the fine grooves. I know I can probably get most of it out with a toothbrush, but is there something that will loosen or dissolve the old polish so it will be easier to get out of the grooves, ends, and corners?

There are *many* fine grooves in this emblem. When it's clean, I plan to coat it with lacquer, repaint where it's supposed to be painted (there's no paint on it anymore), and re-lacquer it again.
