How do I deal with kennel aggressive dogs?

I'm a kennel worker, and we have a dog that comes in pretty regularly. He's a rescue from a puppy mill where he lived for almost 2 years in a kennel. Once you're finally able to get him out of his kennel, he's over it, and totally fine. But it's difficult to get him out. He's a pomchi, so he's small and not a huge threat. We were using bite buster gloves (thick gloves so when they bite you, it doesn't hurt) when we tried to put a slip lead on him, but when he realized we weren't being hurt by his bites, he started biting harder and eventually hurt people. We use treats to coax him a bit, but it doesn't always work. What's the best way to deal with his kennel aggression so we can get him out of his kennel without taking a huge amount of time, or just using treats?
