How do i create settlers in Sid Meier's Civilization IV Colonization?

I recently bought Civilization IV Colonization for my fiance who has played all of the others, even the newest, Revolution. However, they made some changes that we both cant figure out on IV Colonization and we can't figure out how to make settlers. She creates everything as usual but once she's attacked the games over because she can't defend her cities. If you can help, please please do!!!!
