How do I create a /public_html folder?

I've just installed Linux Server(ubuntu 9.04) , Now I want to be able to upload files to a directory "/home/USER/public_html/"
Right now the default directory is "/home/var/www/"

How do I go about creating a public html folder/directory.

Commands please :)
