How do I create a icon collage but have the gifs still be moving?

I am trying to make a single one big picture of tiny "icons" or gifs as you will into 4 icons across 4 rows down but I want the gif animation to still work. Can someone give me a tutorial on how to do this? Examples below-

One big graphic but still have the image move.

I have adobe photoshop and Illustrator.
