How do I convince my parents to get me a cellphone?

Okay so Lately I've been doing a lot of chores so I could show my parents that if I got a cell phone, I could raise money to pay the monthly bill. Well my mom is mostly agreeing with it but my dad says no and that it's very unnecessary. I don't understand why because I showed him I could raise the money. The phone I want is a LG VU and at at&t it's 120$ but you get 50$ back which would be only 70$. Also my birthday is coming up and that's what i'm asking 4 and also im asking for a puppy which is much more money but instead he is agreeing with a puppy. That's what I don't get about it????? What should I do to convince him to get me 1!!?
 
what you need to do is like go out or something and not let them know where you are, and then after they're like deff worried and stuff be like well if i had a cell phone you could have called me, or i could have called you
