How do I convert FLV to MP4 without the video or audio being out of sync?

I downloaded this webcam made video from a website that was in flv form but everytime I try converting it into mp4 the video and audio is always out of sync, so how can I convert it properly, and what free conversion program would anyone recommend for my problem?
 
Are you setting the frames per second the same on the output as the input? That is a common mistake leading to this problem.
