How do I convert an HTML document to a CSS style sheet?

OK, so I run this website, and we've been doing a lot of re-designs of it to make it look better. What makes it annoying is that when we re-design, we have to go through and manually update each page to look like the others.

So, someone suggested that we switch over to CSS. So, I took how the site currently looks, imported it into notepad, and now I need a way that I can convert it into a CSS style sheet, can someone help me out?
