How do I convert a TIFF picture file to a JPEG?

I downloaded the Windows XP Office Document scanner to scan photos easily because my wireless scanner doesn't work right on my printer and now that I have them scanned nothing on my laptop will open a TIFF file...In order to share the photos I have to convert them to JPEG. Is there a free converter that is safe to use? Thanks!
